MINUTES OF THE PUBLIC BUSINESS MEETING OF DECEMBER 6, 2006
TOWN HALL, 542 LIBERTY STREET, HANSON, MA


Called to Order at 3:20 PM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 3-13, s.5. by Philip Lindquist, Chairman, in the Selectman’s Meeting Room at the Town Hall.

Taunton River Pilot Wetlands Bank Program
·       Consultant Review
The plans were reviewed to gain knowledge of the project.  It was determined that a consultant(s) would be needed, possibly a hydrologist, wetlands scientist and wildlife expert.   Diane Boretos presented a Wildlife Habitat Protection Guidance Document at the MSMCP annual meeting with Leldon Langley of DEP.  She was determined to be a good candidate.  Funding could be obtained through 53G under Rules for Hiring Outside Consultants.

Because BlueWave Strategies is a non-profit organization and the Bank is available to developers, it was determined to be a commercial project.  Therefore, a Bylaw Fee 6.04 (2)(e) would be applicable with extensive fees related to wetland disturbance.

Dunham Farms
The agent explained that a memo was sent to the Zoning Board of Appeals dated 11/30/06.  Despite ongoing issues, the ZBA returned monies and have relayed to the Commission through Virginia Costley that the Commission is on it’s own with drainage issues as per the 12/05/06 ZBA Meeting with Dunham Farm’s representatives.

Budget
The agent will ask for an extension to complete the budget.

Enforcement
·       Jack Van Aiken, Great Cedar Condos – rescind Enforcement Order due to defective mailing.
The issue with the invalid address was explained by the agent.  The Enforcement Order and fine were not received.   Mr. Van Aiken is working to address terms of the EO.  A crushed stone apron is in place.  An ISEC was submitted by Land Planning.  The fine has not yet been paid.
